Presidential Service Awards does not recognize non-US citizens. If somebody has been doing volunteer service in US and has accumulated considerable number of hours, can this be recognized somehow/somewhere officially?

  1. It's recognized by the organization where you volunteered. You can list this experience on any job or university application. And you can ask people at the organizations where you volunteered to serve as references for job and university applications, based on what they know about you through volunteering.

Most people don't care about how many hours you've volunteered -- they care what you've done, what different you made, how the experience benefited you and others, etc. They care about how you talk about it and how you express your feelings about it.
