Is there any building other than residential, using mostly LED lighting?

Probably not.  LEDs are still not as efficient as tube fluorescent lamps.  Besides that, they are still very much more expensive than tube fluorescent lamps.  No architect in his "right mind" would design-in such extra cost (both capital and operating).

LEDs will have to come down in price by quite-a-bit, and become more efficient.  At the rate they are being developed, this may only take another 5 years.  THEN, we may see an architect design-in LED lighting.

If there is such a building, now, it is probably very small, and only acts as a demonstration for the concept (of LED lighting).
