South Florida. I have met people from that area that didn't even own real winter clothes, and had to buy some when they went to colder places to visit.

And most cities along the northern Gulf Coast only dip below the 60's during the day in winter in short spurts. I've been on the MS Gulf Coast my whole life, and I rarely put on more than a lightweight jacket in the winter.

I even went swimming (outdooors) in December some years as a kid. These days, I still wear shorts in the daytime until at least Thanksgiving, sometimes longer, and usually start wearing them again in late March.

i did hear that California, Texas & Flordia top the charts in winter sometimes in the mid to high 50s though.
