Is there any city in the world more polluted than Moa, Cuba?

I wonder if there is any city in the world that has higher level of pollution generated by industrial activities than Moa, Cuba. I heard there is a large population living there, is that true?

I think China produces more Carbon dioxide since most production companies are situated in that country.  That's what Cheaps labor costs.. :(
