Is there any development plan to produce morally and spiritually competent graduates?

this refers with the inclusion of Pres. GMA during her state of the nation address last July 2007 to alleviate education in the country. Is there any design of simple development plan?

Spirituality and Morality are hard to make compatible, I would be interested in seeing any plan this absurd.

First who is GMA? Morally and spritual are hard to define when you have a pluralistic soceity that is multi-faith. Best of luck to the one who has been tasked with this project.
