Is there any different between process time and Receiving time for USA green card applications?

My firend applied USA green card for his son, He's already approved for Green card, but we have question about Time Frame Processing on USCIS' web site , His case was recived on Dec 2002 and USCIS web site says the are processing Jan 2003 we wonder what is the case situation now ?

You need to check the US State Department's Visa Bulletin.

Since your friend is only a permanent resident his son is either priority 2A (if under 21) or 2B (if over 21 and not married).  If he's married he's not eligible to immigrate until the father gets US citizenship.
