Is there any electronic device or system which could be used as substitute to conventional grounding system i.e.burring the plates and rodes in the ground.

no, not usually.

But check your local wiring codes. In an urban environment you may be able to connect to a copper water pipe, if all of the pipes back to the water main (which is underground) are also soldered copper.
