No...due to the strict HIPPA laws (privacy act) in force the only way you can get vehicle registration is through the motor vehicle department and you have to have a pretty good reason to give them to get it.

There is one, which I know, belongs to Delhi Government and maintained by Delhi Transport Department. The condition is that you need to feed vehicle's Chassis Number alongwith the Registration Number / Number Plate. The site address is: http://delhiveh.nic.in/ . With this almost all the vital information about the vehicle including owner's name can be obtained.

Basically no. Owners name is public record however the owner has to be notified first of the release. The name only is public record.  An address is subject to many specific laws and is generally not released in most circumstances. You will also have to pay a fee to the DMV for a research request.

Check with the DMV for the specific forms and fees. They a most likely available at your state's website.
