You will find quite a few Island for sale, in a real estate journal, in the rivers lakes and oceans. New Islands are formed in the Pacific ( in the International waters) from time to time and all you need to do is, in some case, is to put a claim to it, and hold it.

See a good lawyer and see if you can incorporate a country, it may be possible. Need an international Law lawyer, to look in to it and evaluate it.

Next best thing will be to by a tittle, they are for sale all the time (bankrupt UK aristocracy is doing it to survive and pay taxes) and the cheapest one I saw was only few thousand USA dollars and one for only few hundred, by descendant of an exile king from eastern Europe.
