Is there any job that my friend can get legally if she's only 15 yrs old?

yeah she just needs to get a work permit which you can find at any organization that trains teenagers that age that has like a week workshop where they train you to find jobs and give you the paperwork for a work permit...one example is this place at my high school called "The Smart Center". and places they'll refer you to is like;;

Jamba Juice

Chick-Fil-A

etc...

Yes!  It will take her parents signing a letter that allows her to work.  Most states have set hours that a person in school can work.  So I would also check your state employment info about that.  However most employers already know what those hours are.  I would check at the mall, grocery store or local eatery.
