Is there any logic in labeling a federation which includes a Jewish autonomous region as "Antisemitic"?

I'm not familiar with precisely what you're referring to, but as you describe it, one could arguably label such a federation as "antisemitic" in the same way that "separate but equal" was a racist policy in America.
