  1. Yes, there are or were meters like this.  I haven't seen any outside of heavy industrial or military use, but they do or did exist.  It was an analog meter that had a contact on the meter needle.  As it moved it could contact an adjustable point that could be set for a desired value.  The ones I've seen actually had a high point and a low point.  The contact could be used to activate or deactivate equipment.  It's been years since I've seen any of these because it's been years since I've been in that field.  I don't know what's available today and couldn't find anything in a quick web search.


  2. circuit breaker..... but its not a power meter or even current meter.

    It has is own limit of current flow, if the allowable current exceeded, it will automatically break the flow of current(hence its name).

    there are also available power meter and current meter.
