Non Muslims can not adopt Muslim children.  Adoption in Islam is not like how adoption in the West is. It's not really adoption. It's more like guardienship over an orphan.  In Islam the child retains it's father's last name even if the father is dead. The adoptive parents are required to not change the adopted child's last name and are required to make sure it knows they are not it's real parents when the child reaches a certain age like 10.

I really don't know, but I do not think the muslim religion believes in adoption from what I have heard (don't quote me) so I doubt it. If I am wrong hopefully someone else will correct me.
