Is there any number????? for landlord

hi..i want to know who do i contact if my landlord give problem like close the hot water and power down so is there any number i can call i live in Chicago. and every morning i have to go to him and ask to open hot water. can i complain to someone.

Look in the blue pages of the phone book.  There will be some county or city agency that handles stuff like this.  Something like "landlord/ tenant relations".  Once you get the number, call them and find out what your rights are for this sort of stuff.
