  1. Yes in the town of Altoona Pa, the old engine shops, and back house also the erecting & machine shops, Flue shops, boiler shops are still there. This 85 acre area had 3 huge round houses, They made the K4 passenger locomotive. The M1a freight locomotives. Today this area is known as the 12th street car shops.

  2. Difficult to answer, but yes of course there are huge machine shops that could be made capable, nothing geared up for that type of manufacturing at the moment though.

Steam locomotives are completely rebuilt during restoration.

Kind of a theoretical question so you get a theoretical answer, yes, if there was enough money involved, somebody could build you one, in time.
