Yes it is possible, and there are several processes that do so.  It is not yet cost efficient however.

No.  You can use shredded plastic to reinforce concrete and macadam. Macadam is a type of road construction pioneered by the Scotsman John Loudon McAdam in around 1820.

plastic doesn't really burn too good, I mean it won't completely burn.  and any way, we should get away from burning stuff in cars in the first place.
