There are plenty, who said it is not allowed. THE WORD no IS NOT IN INTERNET WORLD.

Dear Friend,

Free sms/call from net to UAE is not possible now, but you may able to send sms from net to UAE from outside by using any of voip softwares like skype/justvoip/voipwise (a few of them). But all these are paid only.

Also, these all sites you can access from anywhere and it is not a matter (if you are outside the country) that etisalat blocked the sites or not.

Another thing is even if you are inside the country, the weyak (of etisalat) is not a free service, it is also paid service only.

from which place you r asking b'cose from outside dubai its not possible but in dubai itself it is possible through wayak.

Unfortunately there isnt anymore...all sites that offers free sms or free calling to dubai are blocked by etisalat. Hope this helps...
