  1. yes...there are several ways to do it...!

    SIP....like skype and VoIP...like vonage.......or you can get a phone-modem and the software....you will have to pay for the software a one time fee...

    the latest on the market is the vonage/skype killer!!!

    you just plug it into the USB port....and use any old phone to make and receive calls....it even has E911...this is the only thing where you don't need anything but plug in and play!

    there is a modem out there, and also the software, but its just too complicated and the software is around 100 dollars...just too much!!

    please specify in aditional details.

    The only phone service I know of is Skype - and thats only for Mac OS X.

    P.S.  Why would you want to do this.
