  1. There are some regional tours you can get in to. Check out the first link, it lists a bunch of tours on the left menu. I think most of the smaller tours you can show up to as many tournaments as you like, so there's no qualifiers or anything like that. Some will have season ending championships, if that's what you're looking for.

Alternatively, if you're in the right age range, you can look in to collegiate tournaments which have a regional and national structure. The second link is the best I can provide for that; you'll have to do some legwork for more information.

  2. You usually have to "qualify"  to enter, or to be entered in championship tournaments at the state or district level.

By qualifying ----- you need to have won a certain amount of tournaments and/or have accumulated enough points from other tournaments that you have either won or placed well in.

If you DO qualify for a tournament at the state championship level, there may be an entry fee. If you're a well known player, and a winning player, usually someone will sponsor your membership fee.

I have been notified on several occasion, that I was qualified to play. I've been invited to play, and sponsored to play in countless tournaments.

Many of the people who sponsor you or enter you to play in these tournaments, are called "stake horses". They want to enter you, in order to bet on you in the "calcutta". The calcutta, is a side-bet placed by avid spectators who are either retired players or gamblers who enjoy betting on pool. It's no different than betting on horses to win a horse race. If you know your horses well, your odds of picking the winner are pretty good and there is a lot of money to be made on the side in pool ---sometimes, MUCH more than the purse (prize money) itself.

    Good luck to you.
