  1. If they belong to a UN force or are employees of the UN, YES they are dealt with by internal UNO discipline systems. Most soldiers are dealt with by their own country's government.

There was an "international criminal court" for war criminals signed by Clinton, but Bush withdrew the  signature of the US  to join the treaty.  Some of the worst Ukranian and Albanian female  mass murderers are working within the US so without Bush's support it only prosecutes big time (male)war criminals in Europe.  They shouldn't say "innocent woman" in the United States!

    Officials, soldiers and officers should be tried before the military courts in the country they come from.    You would have to get a translator to translate the complaint into their language, Arabic, Russian or whatever.   Maybe the ambasador at the UN could relay the complaint to the country's military leadership..

  5. UN has no power what so ever. the Sec Gen. can only bring people togather and keep talking in hopes of making peace.

  6. The International Court of Justice is in charge of disputes involving countries and individuals.

  7. I agree the UN has little or no real power. They can impose a sanction against a nation but a big brother will stand up & veto it or use it as an excuse to go to war. Pity the really big boys are rarely held accountable for crimes against humanity. If it gets really hot & their crime is blatant a smaller boy becomes the scapegoat. Nixon eventually became a respected man.
