Is there any university in Canada which offers full scholarship for Burmese students?

If you are not a resident of that country then you can not recieve aid from there.  You will have to contact your state and ask them if they have anything for Burmese students.  All of the funds come from here.  Other countries gennerally fund their own citizens.  If you are a minority you will need to contact your state.  

To apply for financail aid in another country you must first see if you can put the school code on the FAFSA

If you are not able to find the school code then you must contact your state higher education agency located in the back of the funding your educaiton booklet.  Then you will request a letter of approval to send to the finacnail aid advisor at the college you want to go to

Once they Financial aid advisor signs it then you will send it back to the state higher edicaiton agency.
