  2. No. Why on earth would a university have FREE tuition for everyone? I would look into scholarships, but you're not going to find a university anywhere that is free. A university has to PAY its faculty and staff, not to mention the upkeep/maintenance of the facilities. If the university already gets money from taxes from the residents, why should it pay for people it doesn't tax??
