Is there any way I can enroll college without one out of two transcripts?

I have enough credits to get transfer for my Degree but one bad transcript is on my way so can I omit the transcript and still graduate?

no.  You must turn in all transripts from all previous schools if you want to get fin aid and be considered degree seeking.  If you don't they will find out (there are several national databases) and you may get kicked out.
