  1. The program is called injstar.

    in a nutshell it plays videos as a wallpaper. so can a number of other programs... but heres the new catch.

    You can set up playlists...

    you can have the playlist repeat

    you can have it start on windows boot.

    you can kill the sound!

    You can change the speed of playback

    By hitting f1, you can have it change from the background pic, to the background in file explorer, word, etc..

    and from what i can tell it uses the codecs that you have installed!


  2. Download VLC Media Player (click the link)

  3. Right click on the file and click "Set As Desktop Background".
