No...not legally or ethically.  A nations' standard is as it is, it can only changed by that nation in some capacity.  This is assuming? that the Albanian standard is for any sort of official, historical etc. value.

Yes...if you just want to, like for art, personal desire, etc.  I would be careful where and how  and to whom I presented an 'altered' Albanian standard/flag.  Disrespect and/or anger could come into play and possible repercussions of 'tampering' with another nations symbol.
