  1. nope

  2. Yes!

In America, this can most certainly happen. If the right people are voted into power, those few can choose "for the good of the people" that only one car is acceptable or will be allowed on the road. of course, there  can be one truck as well, or very specific vehicles for specific tasks. But here we are talking about passenger vehicles. For instance, laws can be enacted that automatically charge the driver of "To large" a car with reckless homicide if they are involved in a crash, just because they own a car that has more mass (purchased with the intent of protecting their family). The "unacceptable" vehicles can be taxed so heavily that nobody except a few can afford them. Just like heavily taxing cigarettes or ammunition, or liquor. Those polititians can influence media to interject subtle messages into television programing, movies, school curricula, and general advertising to influence popular opinion. Did anyone notice how reporting on gun crimes lept up the day after the supreme court upheld the second amendment right to bear arms? These tactics can be used to convince the public of pretty much anything. So, although there might be a few people who cry over the "old days" when people had the right to choose from a diverse selection, pretty much in the near future you will get what you are given from the few people whom you voted in to make decisions for you. I bet their cars will be different from yours, though.
