  1. It will depend on the laws of your country and the country you wish to study in.

    To exit and enter most countries you need

          (a) parental consent;

          (b) financial support, who pays your travel and living expenses, this need not be parents;

    With both should be no problem.  

    If you have (b) but not (a) expect you need obtain special legal permission to leave the country, how, from whom, and how complicated depends on legal arrangements where you are and your personal circumstances.  

    IF you have "special difficulties" obtaining parental consent several international agencies may assist you through required processes.
