Seeing as it's a fossil Pokemon, no there isn't a way to catch it. However, using your Explorer Kit to go underground you can excavate the fossil you'd need to get a Lileep. (Root Fossil.) Tap the bottom screen-- a radar will go out and reveal little white sparkles on the cave walls. Press 'A' on the spot on the wall that sparkled, and a little digging mini game will begin. Keep playing the mini game until you get the Root Fossil, and head out of the Explorer Kit area.

Now go to Oreburgh Town. Head up to the large building just north of the Pokemon Center-- you litterally /cannot/ miss it. It's called the 'mining museum'. Now go up to the front desk. There should be a receptionist and a archeologist there. Talk to the archeologist. (Nerdy dude.) He'll ask if you have a Fossil for him; tell him yes, and select your Root Fossil. He'll turn it into a Lileep for you. Exit the museum and enter back in again. When you talk to him, your Pokemon should be ready.

Yep. Just go mining after you get the National Dex. You can get the root fossil in no time.
