Why would you want to do this?  Please don't polute the water!

There is a product (Aquashade) that is BLUE.  It's supposed to shade out photosynthetic rays to prevent weed growth in ponds/lakes.

Potassium Permanganate will turn it a lovely shade of Purple

The best way to colour any pond and be kind to the environment at the same time is to install coloured lighting.
