Is there any way to get insurance on my motorcycle and ride it while im in the process of getting the title?

In Tex you get a 21 day "Paper" tag thats the only way I know of

The insurance company will not pay out for an unregistered vehicle, and no title means no registration.  You maybe able to buy the insurance, but getting them to pay would be a different story.

You do not need a title to insure a vehicle.  You need the VIN.  The title can be held by a finance company, for example.  But you still can insure it.
