How to get the lottery scammers punished? They give their account numbers to the unsuspicious victims to part of their money. How do get these fraudsters punished, so that they never do this work after

Actually you can report it but there is not a lot Yahoo can do about these scams. The messages come from computers which are taken over by hackers and used for this purpose. It is almost impossible to catch these people. The main thing is for us to be careful not to fall for their scams. Don't answer just delete them Good luck and be careful.

Not really.  Many of them live in third world countries like Nigeria.  They use false ID and anonymous Internet Cafes to do their work.  Even if you traced them, in places like that there are real social and economic problems.  You have a weak infrastructure, and the criminal justice system is dealing with basic crimes like assault, murder, theft etc.

In countries like this they simply have different priorities than a few people cyber stealing from (comparatively) rich westerners.  And for this reason, nothing gets done.
