Is there any way to hook up my Samsung Instinct to my laptop for data transfer?

I had a Razr and the best thing about it was that I was able to assign ringtones to people calling in that I'd made myself. I just bought the Samsung Instinct (new in Canada) and am wondering if there is similar software so I can exchange information easier between laptop and cell phone.
