Is there any way to look up an car accident report from back in July 2007?

Go to the investigating department with the date and at least one of the driver's name and license number.     It may take a bit of time for older reports,  and there will most likely be a fee.

Contact your local police department and give them as many details as possible, especially if there is a case number or report file number.  You can contact your insurance carrier as well (that is if you were involved in the accident).  The county clerk may have information if the accident involved litigation, but only if you are directly involved, as they do not give information out to just anyone.
