  1. Through storm spotter classes, it is recommended by the National Weather Service to use the Storm Prediction Center's site for wind shear and other factors like CAPE.

  3. You can get wind shear information from any plotted balloon sounding chart.  These  charts are available at just about any weather web site that that has model data or talks about severe weather.

    Like most weather data that is used for predicting the possibility of severe weather development, wind shear data should always be use in combination with other weather data.
