I'm in the heights, you can go to any spanish tailor and tell them what you want. You can check in Harlem, the BX or where I'm at Washington heights. We dominicans have a similar type of skirt. Puerto ricans also have them. However there aren't many cubans up here, but are cultures are similar.

Your best bet is to speak with an hispanic tailor. Best of luck
