Have you tried a good Asian Grocery Store, Chinatown? I am in Australia and we can buy them all over the place, even sometimes our regular supermarket.  Ring your local Sushi Bar, speak to the Japanese Embassy, this is an outrage!!!!!!!!! What, No Panko! Not Good Enough!
