Is there anything you can do if someones phone is off the hook to let them know ?

yes, you can call their cellphone, write an email.....or even send IM

The GPO used to provide a service for this problem. You had to  ring up the operator (dial 100). They would check the line and then make the other person's phone emit a really loud buzz.

I don't know whether BT now provides any similar kind of service - or even if they have such a person as "an operator".
