Is there anyway to activate a phone with a bad esn from an unpaid bill?

I know there isn't if a phone is considered stolen or missing, but what if it had an unpaid bill? This would be with verizon. Thanks!

I really doubt that Verizon will activate a phone if the account has an unpaid balance.  Sorry.
