Is there anyway to get US citizenship, without taking the naturalization test in english?

knowing that the person is old and can't speak english, he has been a permanent resident for more than 5 years.

Well he's had 5 YEARS to learn!  Just because you are old doesn't mean you can't still learn.  How rude to live in a foreign country and not even TRY to learn the language!

This may sound harsh but if they want to become and American than learn english.  I understand that they are old but I am tired of all these people want to be an American but they don't want to speak English.

Why seek US Citizenship when you can just sneak in, remain here, and enjoy all the rights of a US Citizen without paying taxes?
