like anywhere you could search a home phone number and it comes up with the residents name? its kinda important right not

Yes, you can use any reverse lookup directory. Many are online. In fact you are often able to use Google itself. Just search for the 10-digit number. As long as the number is not marked as private  (or is a cell phone number) you will have your answer.
