Why do you want to be an administrator? Depending on the use, you can turn on Windows in [safe mode] and basically go on a new administrator account and do what you want. However since it is safe mode there are a few things you still will be unable to do. Like downloading & installing programs to the computer. As the new administrator you can, go into the other administrator account and change the password etc. You can from the new administrator account make new accounts that are administrators, but I think you cannot delete them from this account. Like I said depends on your use...
