I'm guessing the safest bet is anywhere during a full moon at night if you're into night surfing. During the day in plain view is asking to get arrested and I wouldn't recommend that.

Bodyboarding i can see, but surfing nude? I'd at least wear a speedo instead of having my c**k and balls hanging out, thats asking to get a board rash in a place i wouldn't wanna get it.

why would you want to? you would prob. get put in jail for it and then have a really bad rash on top of it. i dont know of any places but dont try it. your just going to look like a fool.

Don't worry, the water will rush up your boardshorts just fine without being nude, you'll still get your jollies. However, I would be concerned that a barracuda or blue fish would mistake your worm for a... worm! I wouldn't wear any jewelry down there in your "nether regions" if you actually are dumb enough to do this. Ugh.
