You can get one anywhere with parent consent, but then you are open to investigation from DCFS,

Just wait a year

I know that you can go to Moe's Tattoo parlor on Blount St. (downtown) Raleigh,Nc or Warlocks on Western Blvd. in Raleigh,Nc as well. Good-Luck..I have 3!!.

p.s. Make sure you have parent consent or wait till your 18.

It is illegal to tattoo anyone under the age of 18 in North Carolina.  Even with your parent's consent you can not get one in NC.
