Is there cell phone service when on a boat, in the ocean?

I texted my boyfriend who is on a fishing trip, and he hasn't texted back. I'm not worried about it so don't be like "Leave him alone he's on a trip!!" Bla bla bla. I just want to know, if there is service out in the ocean. :-)
