  1. if you crop it, there is not a difference in the quality.  If you resize the picture, yes, there is a difference in quality.  Resizing it smaller decreases the quality.

Yes, there is a difference.  The main difference is pixel pitch, or area of individual pixels.  This is most important with regard to the signal to noise ratio of a given sensor.  Even at the same resolution, a larger sensor has better signal to noise than one which is smaller.  The main advantage is image definition, sharpness, and sensitivity.  That is why camera's that have full frame image sensors often cost upwards of at least $1500 more than one's with a crop sensor.  And, that is why you get much cleaner images from a canon 5D than you do the 40D, especially at higher ISO.
