  1. Since, in the one and only place on Mars where they've actually looked for water, they found it, I think it's probably safe to assume that water is available all over Mars, or at least all over the polar regions.

Yes.  The recent Phoenix probe has uncovered a large patch of ice directly beneath it.  Unless by some strange chance it landed on the only ice buried a few inches down in hundreds of miles / kilometres, we can be pretty sure there is a lot of water in the large Vastitas Borealis region of Mars.

  4. Water ---- yes 'cause water exists as ice over there but even if u melt it it will only give you about 50000 galleons of water.

    The water beneath the mantle is in the form of water vapour.
