  1. Yes, but lots of other plants.

    moss, willow, tea plants, berry plants, purple saxifrage, mountain avens, wild crocus, arctic poppies, buttercups, cinquefoil, moss campion, campanulas, arctic azaleas and arctic lupine


  2. I am from the Arctic and don't agree with the other answer.  There is almost no soil on the tundra and the plant life is very sparse.  What grass does grow in the month and half growing season is mostly roots with little on top.  The ground cover is mostly moss and lichen.  The plants take root in the cracks and struggle to grow.  Its not like lawns and parkland at all.
