  1. Yes.  CT has a state sponsored "high risk health pool" that you might be eligible to join.

    http://www.hract.org/hra/index.htm  is the website.  Rates are subsidized, based on your age, and there are low income rates as well.

    There's a 12 month waiting period, before any pre-existing conditions are covered.
