Is there no law in india against the parents who dont send thier kid to school just for baby sitting....?

is there no law in which u can complain someone for not sending to school a girl for baby sitting of her younger sister. she is my neighbour and i just dont understand why do they not send her to school. on asking she says they are trying but are not succeeding in sending.. i dont know what so ever the reason may be behind this but dont u think that each child should get its right to study...?
