Not yet, it has been planned to be constructed in Dubai though.

There is one in Russia and now they intend to construct one in Dubai, it will consist of 120 flats, so far there 600 person booking to buy flat, the cheapest flat is US$ 4M and the highest is US$ 35M, want to join?

I don't know, but there are buildings in which the top floor rotates.  

I've been in a couple, one in Nairobi and one in Mexico city.  They're both restaurants.
